Manufacturing Industry Skills Alliance’s 2025 Industry Support Projects for the FBP, ICP, MEA, MSL, MSM, MSS, PMA, PMB, and MEM Training Packages

Manufacturing Industry Skills Alliance’s 2025 Industry Support Projects

Key Takeaways:

  • Training package updates led by the Manufacturing Alliance show how industry support projects shape qualifications to stay aligned with employer expectations.
  • Updates to the MEM training package and training packages emphasise the need for RTOs to stay proactive in adjusting delivery and assessment strategies.
  • These initiatives are designed to future-proof training, supporting effective workforce planning across critical industries.
  • Creating structured transition plans allows RTOs to manage compliance changes smoothly and maintain learner confidence.
  • Using resources developed by publishers with strong product development training helps providers adapt quickly while maintaining quality outcomes.

The Manufacturing Industry Skills Alliance (Manufacturing Alliance) is leading a series of industry support projects across key training packages, including the MEM training package. These initiatives aim to modernise qualifications, address skill shortages, and support more effective workforce planning in industries where technology and compliance standards are rapidly evolving.

In this blog, we’ll take a closer look at the 2025 projects underway for the MEA, MSM, and MEM training packages. Each section explains why the project was launched, its current phase, and when it is expected to be completed—giving RTOs the insight they need to plan delivery and stay compliant.

MEA Training Package Updates

Update to MEA362 Unit of Competency | Completed

This project addressed a major assessment issue in MEA362, which required learners to demonstrate skills on six aircraft systems. Two of these systems are no longer standard in modern aircraft designs, making it increasingly difficult for training providers to deliver the unit as written. The review updated the unit to reflect contemporary aircraft systems and industry practice, ensuring assessments remain practical and relevant.

This project has been completed and endorsed as part of the MEA Release 6.0 this year. Further details on the official project.

Aviation Maintenance Skills Alignment | Ongoing

This ongoing project is an industry support initiative for meeting modular licensing demand and to keep pace with technological change in aviation. It is focused on aligning aeroskills training with the Civil Aviation Safety Authority’s (CASA) Part 66 modular licence framework.

By mapping MEA units against the 17 knowledge modules, the project will enable more flexible training pathways and ensure qualifications reflect the skills needed across aviation maintenance.
New units of competency and a skill set are being developed to support specialised modular licence categories.

The project is currently in the initial stages, with development underway and endorsement set for March 2026. Find more details on the project here.

MEM Training Package Updates

Review of Blacksmithing Qualifications and Units of Competency | Completed

This project was initiated to preserve a niche yet active trade while updating competencies to reflect modern practice. The increasing use of smaller hydraulic presses and a range of options for heating metal to forging temperature means smithing is no longer restricted to heavy industrial environments; training and assessment can now be delivered credibly in small workshops, studios, and regional settings.

As part of the MEM training package, the refresh provides targeted industry support and clearer entry pathways that align with contemporary workshop setups and workforce planning needs while also creating natural bridges into specialised fabrication and product development training.

This project has been completed, with outcomes now available for delivery. Find more details about the project here.

Sheetmetal Fabrication Specialisation Review | Ongoing

This project responds to a clear shift in sheetmetal work toward digital and computer-controlled processes. Trade-qualified fabricators now need capability with CAD and hands-on skills for setting, editing, and operating CNC thermal cutters and press brakes.

The review will investigate which units of competency should be created or adapted within the MEM31922 Certificate III in Engineering – Fabrication Trade (Sheetmetal Working) specialisation, as well as additional elective units so training reflects current and emerging practice.

This review is in the initial development phase. Find more details on the project here.

What These Changes Mean for RTOs

These upcoming MSM, MEA, and MEM training package updates highlight how the VET sector is adapting to rapid industry change. Each project reflects targeted industry support, designed to modernise qualifications and ensure graduates have the skills employers demand. Key implications for RTOs include:

  • Compliance Adjustments: Changes to units of competency and qualification packaging rules within the MEM training package and others mean RTOs will need to review their training and assessment strategies and ensure mapping remains accurate.
  • Delivery Planning: Updates in areas like sheetmetal fabrication and blacksmithing signal new technologies and processes. Providers will need to factor these into delivery models and integrate updated assessment conditions.
  • Creating Transition Plans: RTOs should establish clear processes for phasing out superseded materials, introducing new units, and communicating these changes to trainers and students. Here’s our comprehensive guide to creating effective transition plans.
  • Competitive Positioning: Early adopters that align with reforms will build stronger industry trust, attract more students, and show clear responsiveness to employer expectations.
  • Resource Investment: Materials developed by a team with the right product development training allow RTOs to adapt quickly without compromising compliance or learner outcomes. Browse our catalogue for RTO materials designed with quality and compliance in mind.

Ultimately, these reforms emphasise the importance of being proactive. By taking steps now to understand the scope of changes, refresh delivery strategies, and invest in reliable training resources, RTOs can not only stay compliant but also position themselves as leaders in meeting industry demand.

Frequently Asked Questions

How do industry support projects benefit the VET sector?

Industry support projects from Jobs and Skills Councils ensure qualifications remain relevant, align with employer expectations, and provide learners with job-ready skills, strengthening the connection between training and workforce outcomes.

Why is workforce planning linked to training package updates?

Training package reforms play a role in workforce planning by ensuring RTOs are preparing graduates for roles where demand is growing, such as aviation maintenance and precast concrete manufacturing.

What challenges do RTOs face when transitioning to new training products?

One of the main challenges is timing. RTOs must align enrolments with new codes while teaching out superseded ones. This requires careful planning around scope updates, assessment mapping, and communicating changes to students.

Why is product development training important for resource quality?

Resources created by publishers with product development training incorporate features to maximise student engagement and minimise compliance headaches. These features not only support RTOs during audits but also improves trainer efficiency and student outcomes.

How can RTOs use workforce planning insights to stay competitive?

Workforce planning data helps RTOs identify where skill shortages are emerging and which occupations are in demand. By aligning scope with these insights, providers can attract stronger enrolments and strengthen their position in the training market.

Conclusion

The Manufacturing Industry Skills Alliance’s 2025 projects show how vital it is for RTOs to stay ahead of reform. These training package changes highlight the role of targeted industry support in keeping training relevant to employer needs. For providers, this is not only about meeting new compliance requirements but also about seizing the chance to strengthen delivery and stand out in a competitive market.
