ASQA has the ability to authorise transition periods that exceed the durations outlined in Clauses 1.26 (a), (b) and (c) of the Standards for Registered Training Organisations 2015 in certain situations. However, ASQA will only review applications for extended transition periods if there is proof that not approving the extension would cause a genuine disadvantage to a specific group of learners, as outlined in the Guidance for Providers – Learner Transition.

Extended Transition Period for PSP50916 Diploma of Interpreting (LOTE-English) and the PSP60916 Advanced Diploma of Interpreting (LOTE-English)
As the world becomes more interconnected and diverse, the need for qualified interpreters has never been greater. The PSP50916 Diploma of Interpreting (LOTE-English) and the PSP60916 Advanced Diploma of Interpreting (LOTE-English) have been essential qualifications for those pursuing careers in language translation and interpretation. Recognising the importance of these qualifications and the potential impact on learners, the Australian Skills Quality Authority (ASQA) has approved extended transition periods for both diplomas.
Understanding Extended Transition Periods
An extended transition period allows Registered Training Organisations (RTOs) to continue delivering and assessing the PSP50916 and PSP60916 qualifications beyond the regular transition end date. The extended period comes as a result of ASQA’s consideration of genuine disadvantages that a cohort of learners may face if the extension is not granted. This decision showcases ASQA’s commitment to facilitating a smooth and fair transition for learners.
Extended Transition for PSP50916 Diploma of Interpreting (LOTE-English)
The extended training, assessment, and certification issuance period for the PSP50916 Diploma of Interpreting (LOTE-English) is set to end on 31 July 2024. This means that RTOs can accept new enrolments and course commencements fo0r this qualification beyond 19 November 2023. However, it is important to note that all students must have either successfully completed the course or transferred to the replacement qualification by the new transition end date.
The consultation process involved ASQA working closely with the Victorian Registration and Qualifications Authority (VRQA) and the Training Accreditation Council Western Australia (TAC WA) to ensure the extension aligns with the best interests of learners and the interpreting industry.
Extended Transition for PSP60916 Advanced Diploma of Interpreting (LOTE-English)
Similar to the PSP50916 Diploma, the PSP60916 Advanced Diploma of Interpreting (LOTE-English) has also been granted an extended transition period. The training, assessment, and certification issuance for this qualification will conclude on 31 January 2024. RTOs can continue offering new enrolments and course commencements for this diploma beyond 19 November 2023, with the condition that all students complete the course or transfer to the replacement qualification by the specified transition end date.
Again, ASQA consulted with the VRQA and TAC WA to ensure that this extension supports the learners’ interests and the interpreting industry’s demands.

- Ensuring Learning Continuity: The extended transition periods provide learners with additional time to complete their qualifications without disruptions. This ensures that students have sufficient time to acquire the necessary knowledge and skills to become competent interpreters.
- Industry Relevance: As the interpreting industry evolves, there may be updates and changes to the qualifications’ content and requirements. Extending the transition period allows RTOs to align their courses with the latest industry standards, ensuring that graduates remain relevant and competent.
- Supporting Learner Diversity: Language learners come from diverse backgrounds and may have varying circumstances affecting their learning journey. The extended transition period acknowledges these individual differences and offers flexibility to accommodate various learner needs.
- Upholding Quality Standards: Although the transition period is extended, RTOs must maintain the same high standards of training and assessment. ASQA will continue to monitor and ensure that the extended transition maintains quality learners’ outcomes.

Extended Transition Period for PSP40516 Certificate IV in Trade Measurement
In the recent Public Sector training package update, ASQA approved a longer transition period for the delivery of the PSP40516 Certificate IV in Trade Measurement qualification, but only for current students. The extended period for training, assessment, and certification issuance for this qualification will conclude on 30 June 2023.
The RTO will continue to provide the PSP40516 Certificate IV in Trade Measurement until the end of the prolonged transition period unless it decides to remove it from its registration scope before then.
