21 February 2024 Transport and Logistics – TLI Training Package Update
Industry Skills Australia (ISA) has embarked on a significant initiative to update the Transport and Logistics (TLI) training package, specifically targeting the Chain of Responsibility. The TLI training package update aims to align a few units with the latest requirements laid out by the National Heavy Vehicle Regulator (NHVR), ensuring that industry professionals are equipped with the necessary skills and knowledge to uphold safety standards in transport activities. The focus of the TLI training package update revolves around updating two key units of competency:
- TLIF0009 Ensure the safety of transport activities (Chain of Responsibility)
- TLIF0014 Monitor the safety of transport activities (Chain of Responsibility)
These units are pivotal in training individuals across various job roles within the transport sector on their obligations concerning the chain of responsibility under the Heavy Vehicle National Law (HVNL). Responding to the NHVR changes, the TLI training update aims to enhance understanding of the principles governing compliance with the law, enabling businesses and executives to effectively apply them to their operational contexts. The updated units will provide guidance on crucial aspects such as:
- Record keeping
- Work diary completion
- Understanding access requirements such as using NHVR journey planner, mass concessions, and interpretation of permits and notices, mass concessions and requirements for Oversize Overmass (OSOM) vehicles
- Vehicle safety systems – ESC, RSC, ABS etc
- Chain of responsibility awareness
Moreover, the TLI training update will extend its reach to update 22 qualifications and seven Skill Sets that include the Chain of Responsibility units. This comprehensive approach ensures that the entire TLI training package and its compliant learning resources remain current and relevant to the evolving needs of the industry. Any outdated units will be revised as part of the routine maintenance of the training package. The overarching goal of this TLI training package update is to empower individuals within the transport sector with the necessary expertise to fulfil their obligations under the Chain of Responsibility framework. By equipping industry professionals with updated knowledge and skills, ISA aims to enhance safety standards and regulatory compliance across the transport and logistics landscape.

11 November 2022 Transport and Logistics Training Package Update
The TLI – Transport and Logistics Training Package (Release 13.0) is now available on training.gov.au. The Transportation and Logistics Reference Committee, together with the Rail Industry Reference Committee and its Technical Advisory Committees, headed the development of new and updated training materials to address priority skills needed in mobile crane operations, driving instruction, and rail safety management.

What are the Changes in TLI 13.0?
The new TLI – Transport and Logistic Training Package, include changes in rail safety management, driving instruction, and mobile crane operations. New components were added, while others were updated and removed.
Rail Safety Management
Part of the transport and logistic training package that is currently experiencing rapid growth in terms of infrastructure and investments is the rail industry. This requires skills development to ensure that rail networks remain safe. To address the changes in technology, as well as the rail network standards and safety regulations, new and updated training materials were approved for delivery.

Driving Instruction
The new transport and logistics training package also addresses the need to further enhance the experience of driver trainers and deliver more streamlined training. Certificate IV in Motor Vehicle Driver Training was developed, which already covers Certificate IV qualifications in Transport and Logistics, Road Transport – Car Driving Instruction; Heavy Vehicle Driving Instruction; and Motorcycle Riding Instruction. Improvements were also made on units of competency to ensure high-quality training and new skill sets were added to enable the mobility of instructors across multiple driver training sectors.

Mobile Crane Operations
Mobile crane operations are being used in multiple sectors across industries. With the growing demand for mobile cranes, the safety of operators and the public is very important. What Does RTO Need to Do?
Now that the TLI – Transport and Logistics Training Package (Release 13.0) has already been released, it is important for RTOs to update your scope and secure the latest version of the training materials. Students always look for updated training materials, so RTOs should:
- Ensure that the updated version is added to your scope of registration
- Keep an eye on the 12-month transition period and ensure that all learners are transitioned to the new version within the allowable period
- Ensure that students in deleted products should finish their study within 1 year after the units and skill sets were deleted and 2 years for deleted qualifications
- Apply to add new, not equivalent qualifications and units of competency to your scope
