What Are the Latest CHC Training Updates?

24 July 2024 CHC Training Package Updates

ASQA recently approved an extended transition period for several CHC qualifications listed below:

  • CHC43115 – Certificate IV in Disability
  • CHC40413 – Certificate IV in Youth Work
  • CHC50413 – Diploma of Youth Work
  • CHC50313 – Diploma of Child Youth and Family Intervention
  • CHC52015 – Diploma of Community Services
  • CHC40413 – Certificate IV in Youth Work

Key things to note:

  • The transition period for CHC43115 Certificate IV in Disability has been extended from 31 July 2024 to 31 January 2025.
  • The transition period for the other CHC quals has been extended from 31 July 2024 to 31 December 2024.
  • The transition extension is applicable to currently enrolled students only.

12 December 2023 Latest CHC Updates

In a groundbreaking move reflected in the latest CHC training package update, the Australian Skills Quality Authority (ASQA) has taken a proactive step to support learners navigating adjustments in the CHC33015 – Certificate III in Individual Support. This strategic move emphasises ASQA’s commitment to equitable and high-quality training.

Aligned with the Standards for Registered Training Organisations 2015, ASQA has greenlit an extension to the transition period for CHC33015, showcasing a commitment to flexibility when a group of learners faces genuine disadvantages. This strategic decision, made after careful consideration following the Guidance for Providers – Learner Transition, opens avenues for better learning experiences.

The extended transition period, shifted from 31 July 2024 to 31 December 2024, casts a wide net, impacting all ASQA-regulated RTOs. However, it’s only for a specific group—secondary school students who embarked on their training journey before 31 July 2024 who will take their 2024 end-of-year school exams linked to CHC33015, as directed by the state/territory school authority.

To ensure a smooth transition, students falling within this category must either complete and receive certification or seamlessly transition to replacement training products by the updated transition end date.

This latest CHC update not only amplifies ASQA’s dedication to maintaining stellar standards in vocational education and training but also signifies a responsive approach to the evolving needs of learners in the educational landscape.

ASQA’s meticulous approval process for this extension involved dynamic collaboration with the Victorian Registration and Qualifications Authority and the Training Accreditation Council of Western Australia. Additionally, invaluable advice was sought from the Human Ability Jobs and Skills Council, emphasising a comprehensive and well-informed decision-making process.

18 August 2023 Latest CHC Updates

The Australian Skills Quality Authority (ASQA) plays a pivotal role in ensuring that Registered Training Organisations (RTOs) maintain high standards of education delivery. The Standards for Registered Training Organisations 2015 outline guidelines and stipulations for transition periods, which dictate the time RTOs must adapt their training programs to align with new qualifications or standards. While these transition periods are typically well-defined, there are instances where ASQA grants extended transition periods, recognising the genuine need to support learners.

According to the guidance provided by ASQA – the Guidance for Providers – Learner Transition – the decision to extend transition periods is not taken lightly. The focus is on minimising potential disadvantages to learners who might face hurdles due to abrupt qualification changes. These extensions are granted when it can be demonstrated that learners would face genuine disadvantages if the extension was not approved. It underscores a commitment to the learners’ well-being and their ability to complete their education with the least disruption.

A recent instance of such an extension is the CHC43115 Certificate IV in Disability qualification. After careful consideration, ASQA has chosen to extend the transition period for this qualification. The extended timeline for training, assessment, and certification issuance has been set to conclude on 31 July 2024. This extension means that RTOs can continue to offer enrolments in this qualification during this period. However, there’s an important caveat: all learners must have either completed the CHC43115 qualification or have been transferred to a replacement qualification by the end of the transition period.

This decision not only gives RTOs ample time to adapt their courses but also ensures that students who are partway through their studies won’t face abrupt changes that could hinder their progress. It recognises the importance of balance between maintaining quality standards and safeguarding the interests of learners.

Furthermore, it’s noteworthy that the CHC43115 Certificate IV in Disability qualification will remain on the RTO scope of registration until the end of the extended transition period. This underscores ASQA’s intention to support a seamless transition for both educators and learners.

The decision to extend the transition period for CHC43115 exemplifies the educational authorities’ dedication to fostering an environment where learners’ needs are met. It showcases a forward-looking approach that acknowledges the complexity of change in education and its potential impacts on learners.

24 July 2023 Latest CHC Updates

Recently, ASQA has made significant decisions regarding the extension of transition periods for certain CHC qualifications and skill sets, benefitting both students and providers. Let’s take a closer look at these decisions:

Decision 1: Extended Transition Period for Community Services qualifications (Ends on 31 July 2024)

The following CHC qualifications have been granted an extended transition period:

  • CHC40313 – Certificate IV in Child, Youth and Family Intervention
  • CHC40413 – Certificate IV in Youth Work
  • CHC40513 – Certificate IV in Youth Justice
  • CHC42015 – Certificate IV in Community Services
  • CHC50313 – Diploma of Child, Youth and Family Intervention
  • CHC50413 – Diploma of Youth Work
  • CHC52115 – Diploma of Community Development

These qualifications will remain on the provider’s scope of registration until 31 July 2024. This extension allows students currently enrolled or planning to enroll in these courses sufficient time to complete their studies, ensuring they are not at a disadvantage during the transition to new qualifications.

Decision 2: Extended Transition Period for CHC52015 Diploma of Community Services (Ends on 31 December 2024)

ASQA has also granted an extended transition period for the CHC52015 – Diploma of Community Services. This qualification’s extended training, assessment, and certification issuance period will end on 31 December 2024. Providers offering this diploma must ensure that all students either complete their qualifications or transfer to the replacement qualification before the new transition end date.

24 April 2023 CHC Training Package Updates

South Australian Early Childhood Enrolments Soar After TAFE SA Courses Reinstated

In the latest CHC updates, the reinstatement of the Certificate III and Diploma of Early Childhood Education and Care at TAFE SA has led to a significant increase in enrolments, with the South Australian government reporting nearly double the number of students in early childhood courses since their reinstatement last year.

The former government had removed the courses from TAFE SA in metropolitan areas, but the current Minister for Education, Training and Skills, Blair Boyer, has announced that enrolments for both courses in Semester 1 of 2023 have reached 456, almost double the enrolments at the same time last year, which was only 276.

The courses were also added to the Fee-Free TAFE list, which helped encourage more students to pursue early childhood education and care qualifications.

Minister Boyer praised the increase in student enrolments, saying, “The increase in students studying early childhood education and care courses at TAFE SA shows exactly why we made the right decision to bring these courses back.”

The growth in early childhood education and care enrolments at TAFE SA is a positive development for the South Australian education sector, as it suggests that more students are pursuing community services qualifications in this area, which is vital for the state’s future workforce.

04 March 2023 CHC Training Package Updates

SkillsIQ has recently completed a minor release for CHC: Community Services on training.gov.au. The updates made were minor and did not require re-endorsement of the training package components. This means that the changes made were not significant enough to require a full review and endorsement of the training package by the relevant industry bodies and government regulators.

On 04 March 2023 updates, one qualification was added while two were updated. One skill set was also updated.

The latest CHC updates are listed below:

The updates made to CHC: Community Services will help to ensure that individuals who complete this training package are equipped with the most up-to-date knowledge and skills required to succeed in the community services sector.

30 December 2022 CHC Training Package Updates

On December 30, 2022, training.gov.au released minor CHC training package update. The CHC training package version 9.1 include the deletion of CHC40113 – Certificate IV in School Age Education and Care. The qualification was removed and not replaced by a new one.

The deletion of CHC40113 does not mean that the demand for educators for school age children outside school hours has decreased. The removal of this qualification may have been based on several factors – need to align on current industry practices, updates in industry standards, and changes in regulations.

Meanwhile, on December 7, 2022, major CHC training package updates were also released. According to SkillsIQ, the training updates involve the examination and revision of components across sub-sectors such as community development, case management, and youth and child protection.

In CHC version 9.0, ten new qualifications, seven new skill sets, and 65 new units of competency were added. Here is the summary of the recent CHC training package updates:

7 December 2022 CHC Training Package Updates

Aged Care, Disability Care, and Direct Client Care Project Update

A recent update from SkillsIQ on 7 December 2022 brought the news that CHC43021 is no longer listed on training.gov.au. This decision followed its inadvertent inclusion alongside the other 2021 CHC qualifications. Importantly, RTOs are advised to note that the currency of CHC43015 Certificate IV in Ageing Support remains intact despite these changes.

Upon contacting Melinda Brown, the general manager of SkillsIQ, it was confirmed that the release of CHC43021 was an oversight, leading to its immediate removal from the training.gov.au platform. Additionally, she clarified that the 2021 version of the Certificate IV in Ageing Support is awaiting endorsement from the Skills Ministers and is pending approval.

In light of the delays encountered in the endorsement and approval process for CHC43021 Certificate IV in Ageing Support, it has been determined that this qualification will not be incorporated into the upcoming Industry Cluster, once it is established. Although details regarding the anticipated VET system reform in 2023 are yet to emerge, its operational commencement is expected in January.

As of now, SkillsIQ has refrained from making any public statements or declarations regarding the withdrawal of CHC43021 Certificate IV in Ageing Support.

24 November 2022 CHC Training Package Updates

As of 24 November 2022, a momentous occasion unfolds as the much-anticipated CHC Community Services qualifications and units make their debut on training.gov.au. We are thrilled to assert our position as one of the pioneers – possibly even the very first – to have these resources fully prepared and at hand! These iterations will effectively supplant their 2015 counterparts. Training providers are granted a 12-month window to transition from the old courses to the newly introduced ones.

It is of utmost importance to recognise that the three qualifications introduced in 2021 do not align equivalently with superseded ones. Extensive enhancements have been carried out to mirror the evolving landscape of industry expectations. If your institution intends to offer the latest version of these Community Services courses, it will be imperative to initiate the re-application process for accreditation.

July 21, 2021 UPDATE

The 2021 CHC Child Care and Education Support qualifications are now published on training.gov.au. The 2013 and 2015 versions of the CHC qualifications have superseded. Traditionally, RTOs will have a teach out period of one year so existing students in the 2013 and 2015 courses will have enough time to finish the course.

RTOs are encouraged to transition their superseded materials as soon as possible to avoid getting caught out once the deadline comes. Read on to learn more about this update and the best way your RTO can move forward.

APRIL 20, 2021 UPDATE

The NEW 2021 CHC update has just been approved and will now be the changes may soon be published on training.gov.au. The massively popular Child Care and Education Support qualifications will soon have their new 2021 versions.

Many Registered Training Organisations have been anticipating the update because it involves courses with some of the biggest number of enrolments in the VET industry in Australia. To prepare for and make the most out of the upcoming student demand for the new qualifications, you must first learn the changes and acquire new CHC RTO resources that you will need.

The AISC agreed to the following in approving the new CHC training package:

  • the removal of the Certificate IV in School Age Education and Care qualification.
  • development of resources to support RTOs in undertaking RPL for students with prior experience or other education-related qualifications who do not meet the entry requirement to the Diploma of Early Childhood Education and Care.
  • research to examine the effects of the Certificate III entry requirement on Diploma enrolment/completions over the next 18-24 months.
  • the removal of prerequisites from two units in the Diploma of Early Childhood Education and Care.
  • the retention of the proposed entry requirement to the Diploma of Early Childhood Education and Care.

APRIL 14, 2021 UPDATE

The Australian Industry and Skills Committee have just published the agenda for their 37th meeting on 20 April 2021. You can view the PDF file here.

Included in the agenda is the resubmission of the Cases for Endorsement of two CHC qualifications that were not approved in the February AISC meeting. If these qualifications get approved on 20 April, we may see the new 2021 CHC courses published on training.gov.au in a month or two.

This is big news for RTOs anticipating the latest release of the historically popular CHC qualifications, because a large number of students are expected to enrol in the 2021 CHC courses.

2021 Community Services Training Package Update

SkillsIQ has officially announced that the AISC Committee approved their Cases for Endorsement! Among those included in the approval are some HLT qualifications, the Responsible Online Wagering Services unit, and the much-awaited Early Childhood Education and Care and School Based Education Support courses!

The childhood education and care and ‘ed support’ courses are some of the most popular CHC courses, and some of them have already been approved during the AISC Communique – 23 February 2021 Meeting. Once the 2021 CHC qualifications get released, you can expect massive demand for them.

Because of the competition in the area, many organisations have already planned out their strategy and pre-ordered the 2021 CHC RTO resources. After all, RTOs that can bring the latest qualifications to market as soon as possible can gain higher enrolment volumes from students looking for the new qualifications.

What Changes in the New CHC Training Package Should I Prepare For?

The bullets below show a quick summary of the proposed changes:

  • A total of 6 qualifications, 32 units of competency, and two (2) skill sets have been revised.
  • There are three (3) new units of competency and one (1) new skill set.
  • A total of 6 units of competency and three (3) skill sets were deleted

Some proposed changes were not yet approved, but the AISC green-lighted the qualifications below (including the popular CHC30121 and CHC30221 qualifications):

What Does My RTO Need to Do Next?

Plan out your strategy – the sooner, the better. Many RTOs will want to be the first to market the popular Cert III in Early Childhood Education and Care, Cert III in School Based Education Support, and Dip of Early Childhood Education and Care.

I highly suggest that RTOs prepare for addition to scope projects and that they should secure their 2021 CHC RTO resources now. Investing in training resources and adding courses to scope ASAP will help RTOs capitalise on the inevitable student demand for the latest courses.
